This is the cover of the 1974 edition of the Henshaw's Catalog.  Henshaw's was one of the biggest mail order distributors of CB radio equipment in the 70's.  Featured on the cover was the Midland 13-862b.  It was this ad and the sale price which led to this becoming  Uncle Albert's first 23 channel radio.
